The restructuring of Beijing Municipal People's Government will
be completed in late October. There will be only 45 government
branches after restructuring, including 23 government departments,
21 directly affiliated branches and 1 specially established
branch.
The main restructuring is as follows:
First, establishing a Beijing Municipal Commission for Managing
State Properties that will have the following responsibilities:
?? Supervision and management function of SOEs, which
belongs to the Beijing Municipal Economic Commission, Beijing
Municipal Commerce Commission, Beijing Municipal Foreign Economic
Relations and Trade Commission, Beijing Municipal Rural Working
Commission and Beijing Municipal Construction Commission and other
government departments.
? The management of SOE chiefs and Party building in SOEs,
which was previously managed by CPC Beijing urban construction,
industry, commerce, foreign trade, rural working commissions.
? The management of SOEs' capital, which belongs to Beijing
Municipal Bureau of Finance.
? The responsibility to promote the establishment of modern
enterprise systems in large SOEs, which belong to the Economic
Restructuring Office.
? The function of controlling the payment upper limit by
Beijing Municipal Bureau of Labor and Social Security.
? Reshuffle the functions of previous Beijing Municipal
SOEs Supervision Office.
The new administrative organ is a specially established branch
of Beijing Municipal People's Government. It is entrusted by local
government to manage state assets, personnel and other issues.
Meanwhile, the Beijing municipal urban construction commission,
industrial commission, commerce commission and foreign economic
relations and trade commission will be removed.
Second, establish Beijing Municipal Development and Reform
Commission. In order to solve the function overlapping and
strengthening macro-control in the regional economy, the Beijing
Municipal Development Planning Commission will be renamed as
Beijing Municipal Development and Reform Commission. It is
responsible for making economic policies and leading reforms of
economic mechanisms.
Third, establishing Beijing Municipal Commerce Bureau. The
Bureau will manage the trade and foreign economic cooperation
issues. The Beijing Municipal Commerce Commission and Beijing
Municipal Foreign Economic Relations and Trade Commission will be
removed. The Food Bureau under the Beijing Municipal Commerce
Commission and the Port Office under the Beijing Municipal Foreign
Economic Relations and Trade Commission will be subordinated to
Beijing Municipal Commerce Bureau.
Fourth, the Meat and Vegetable Safety Coordination Team will be
renamed as the Food Safety Leading Team.
Fifth, Beijing Municipal Drug Administration will resume the
responsibility of examining health products from Beijing Municipal
Health Bureau. It can supervise the safety of health food and
cosmetics, and deal with severe incidents.
Sixth, the Beijing Municipal Workplace Safety Supervision
Bureau, a branch of Beijing Municipal Economic Commission, will
become a directly affiliated government branch. It mainly takes
charge of production safety.
Seventh, Beijing Municipal Family Planning Commission will be
renamed as the Beijing Municipal Population and Family Planning
Commission.
Eighth, establish Beijing Municipal Industrial Promotion Bureau.
The Bureau is a directly affiliated branch of Beijing Municipal
People's Government. It mainly boosts industrial production, and
puts forward development strategies and countermeasures according
to state industrial policies and Beijing's development plans. The
bureau is responsible for making regulations and local standards,
perfect information systems, optimizing resource allocation and
promoting healthy and sustained development of key industries. It
also plans the layout of industries, fosters industrial bases, and
instructs the construction of industrial development zones.
