Enhancing Political Awareness, Reform, Science and Technology, Talent Development, and Law-Based Governance

Addressing an important meeting in December 2019, Xi Jinping emphasized the need to enhance the political loyalty of the armed forces, strengthen the military through reform and technology, train high-caliber military personnel, and run the military in accordance with law. 

Raising political awareness is essential to ensuring the Party's absolute leadership role and the military's continued adherence to its nature, purpose, and character. 

Reform is key to addressing institutional, structural and organizational constraints in order to create a modern military force structure and an updated military system with Chinese features that serves China's socialist development. 

Investing in new technologies means investing in force multipliers. A strategic focus on innovation ensures an increased role of science and technology in the effort to strengthen the military, especially its combat capabilities. 

It is important to strengthen talent management and build a strong team of military leaders and other professionals able to perform their duties with competence, integrity, dependability, and courage. 

The goal of improving law-based governance in the military is to build a military legal system with Chinese features, bring about fundamental transformation in how the military is run, and enforce laws and rules effectively.

2019年12月，習近平在軍隊一次重要會議上提出，堅持政治建軍、改革強軍、科技強軍、人才強軍、依法治軍。政治建軍主要是發揮政治工作生命線作用，確保黨對人民軍隊的絕對領導，永葆人民軍隊性質、宗旨、本色。改革強軍主要是解決制約國防和軍隊建設的體制性障礙、結構性矛盾、政策性問題，推進軍隊組織形態現代化，構建中國特色現代軍事力量體系，完善和發展中國特色社會主義軍事制度。科技強軍主要是樹立科技是核心戰斗力的思想，堅持自主創新的戰略基點，提高科技創新對人民軍隊建設和戰斗力發展的貢獻率。人才強軍主要是把培養干部、培養人才擺在更加突出的位置，著力鍛造忠誠干凈擔當的高素質干部隊伍，著力集聚矢志強軍打贏的各方面優秀人才。依法治軍主要是構建完善中國特色軍事法治體系，推動治軍方式根本性轉變，提高國防和軍隊建設法治化水平。
