The System of Multiparty Cooperation and Political Consultation Under the Leadership of the CPC

The CPC values cooperation with other political parties, and it takes the united front as a strategic guideline and a source of political strength for enhancing cohesion and gaining public support.

After the Chinese people achieved national independence and attained liberation in the late 1940s, the CPC introduced a basic political system for the newly-founded People's Republic based on its previous policy of the united front and its good cooperation with other democratic parties and prominent individuals without party affiliation. This system has since then helped the CPC unite and mobilize all positive forces and turn negative factors into positive ones to serve the overall interests of national development.

From September 21 to 30, 1949, the First Plenary Session of the CPPCC was held. As the conditions were not ripe for convening a National People's Congress based on a general election, this plenary session acted in its capacity. It adopted the Common Program of the Chinese People's Political Consultative Conference, which functioned as an interim constitution of the People's Republic in its early days. It also passed the Organic Law of the Chinese People's Political Consultative Conference, the Organic Law of the Central People's Government of the People's Republic of China, and four resolutions on the state capital, national anthem, national flag, and calendar. The plenary session elected the National Committee of the CPPCC and the Council of the Central People's Government, thus proclaiming the establishment of the new state – the People's Republic of China.

The convening of this plenary session marked the formation of the patriotic united front and the great solidarity of the Chinese people, and the creation of the system of multiparty cooperation and political consultation under the leadership of the CPC.

Under this system, the CPC is the only governing party in the People's Republic of China, and the eight other political parties work closely with the CPC as partners and participate in government under its leadership. Also, under the CPC's leadership, the eight parties, people's groups, and representatives of ethnic minority groups and social sectors conduct pre-decision-making consultation on national priorities and major issues in politics, the economy, culture and social activities, and on problems emerging during the implementation of the decisions made.

The CPPCC is an organization of the patriotic united front, an agency for multiparty cooperation and political consultation under the CPC's leadership, a major channel for people's democracy, an institution specializing in socialist consultative democracy, a body dedicated to consultation, and an important component of China's state governance system. It is an institutional arrangement with Chinese features.

Since 1949, the CPPCC has, under the CPC's leadership, worked to promote unity and democracy and followed the principles of maintaining long-time partnership of the CPC and other political parties, with mutual oversight and mutual trust, and a shared desire to forge ahead together through thick or thin. It has performed its duties of political consultation, democratic oversight, and participation in and deliberation on state affairs; it has organized all political parties, social groups, ethnic groups, social strata, and people from all sectors to discuss state affairs, expand common ground, and build consensus, thus pooling great strength for the realization of national rejuvenation.

The system of multiparty cooperation and political consultation under the leadership of the CPC is a basic political system applied in China, a result of the CPC's integrating Marxist-Leninist theories on the united front, political parties and democracy with China's realities, and a political institution created by the CPC and other political parties, prominent citizens without party affiliation, people's organizations, and people from all ethnic groups and social sectors. It is a new political model rooted in the Chinese soil. It has proved to be a system suitable to China's own conditions, which also reflects China's advocacy of a sense of community, all-embracing tradition, and seeking common ground while reserving differences. It is a contribution to human political civilization.

中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度

中國(guó)共產(chǎn)黨歷來(lái)高度重視多黨合作，并把統(tǒng)一戰(zhàn)線作為凝聚人心、匯聚力量的政治優(yōu)勢(shì)和戰(zhàn)略方針。在中國(guó)人民爭(zhēng)取民族獨(dú)立和人民解放取得歷史性勝利之際，中國(guó)共產(chǎn)黨把統(tǒng)一戰(zhàn)線政策和戰(zhàn)爭(zhēng)年代同各民主黨派、無(wú)黨派民主人士合作協(xié)商的優(yōu)良傳統(tǒng)，及時(shí)轉(zhuǎn)變?yōu)樾轮袊?guó)的基本政治制度，以團(tuán)結(jié)一切可以團(tuán)結(jié)的力量，調(diào)動(dòng)一切積極因素，努力化消極因素為積極因素，為實(shí)現(xiàn)國(guó)家建設(shè)的總?cè)蝿?wù)、總目標(biāo)服務(wù)。

1949年9月21日至30日，中國(guó)人民政治協(xié)商會(huì)議第一屆全體會(huì)議召開(kāi)。在當(dāng)時(shí)還不具備召開(kāi)普選的全國(guó)人民代表大會(huì)的條件下，中國(guó)人民政治協(xié)商會(huì)議第一屆全體會(huì)議代行全國(guó)人民代表大會(huì)職權(quán)，通過(guò)了具有臨時(shí)憲法性質(zhì)的《中國(guó)人民政治協(xié)商會(huì)議共同綱領(lǐng)》，通過(guò)了《中國(guó)人民政治協(xié)商會(huì)議組織法》《中華人民共和國(guó)中央人民政府組織法》，作出關(guān)于中華人民共和國(guó)國(guó)都、國(guó)旗、國(guó)歌、紀(jì)年4個(gè)重要決議，選舉中國(guó)人民政治協(xié)商會(huì)議全國(guó)委員會(huì)和中華人民共和國(guó)中央人民政府委員會(huì)，宣告中華人民共和國(guó)的成立。這次會(huì)議標(biāo)志著愛(ài)國(guó)統(tǒng)一戰(zhàn)線和全國(guó)人民大團(tuán)結(jié)在組織上完全形成，標(biāo)志著中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度正式確立。

中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作制就是：中國(guó)共產(chǎn)黨是中華人民共和國(guó)的唯一執(zhí)政黨，8個(gè)民主黨派在接受中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的前提下，具有參政黨的地位，與中共合作，參與執(zhí)政。政治協(xié)商制度是在中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)下，各民主黨派、各人民團(tuán)體、各少數(shù)民族和社會(huì)各界的代表，對(duì)國(guó)家的大政方針以及政治、經(jīng)濟(jì)、文化和社會(huì)生活中的重要問(wèn)題在決策之前舉行協(xié)商和就決策執(zhí)行過(guò)程中的重要問(wèn)題進(jìn)行協(xié)商的制度。

中國(guó)人民政治協(xié)商會(huì)議是中國(guó)人民愛(ài)國(guó)統(tǒng)一戰(zhàn)線的組織，是中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商的機(jī)構(gòu)，是人民民主的重要實(shí)現(xiàn)形式，是社會(huì)主義協(xié)商民主的重要渠道和專(zhuān)門(mén)協(xié)商機(jī)構(gòu)，是國(guó)家治理體系的重要組成部分，是具有中國(guó)特色的制度安排。70多年來(lái)，在中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)下，人民政協(xié)圍繞團(tuán)結(jié)和民主兩大主題，貫徹中國(guó)共產(chǎn)黨與各民主黨派長(zhǎng)期共存、互相監(jiān)督、肝膽相照、榮辱與共的方針，發(fā)揮政治協(xié)商、民主監(jiān)督、參政議政的職能，有效組織各黨派、各團(tuán)體、各民族、各階層、各界人士共商國(guó)是，努力尋求最大公約數(shù)、畫(huà)出最大同心圓，匯聚起實(shí)現(xiàn)中華民族偉大復(fù)興的磅礴力量。

中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度作為中國(guó)一項(xiàng)基本政治制度，是中國(guó)共產(chǎn)黨把馬克思列寧主義統(tǒng)一戰(zhàn)線理論、政黨理論、民主政治理論同中國(guó)實(shí)際相結(jié)合的偉大成果，是中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)各民主黨派、無(wú)黨派人士、人民團(tuán)體和各族各界人士在政治制度上進(jìn)行的偉大創(chuàng)造，是從中國(guó)土壤中生長(zhǎng)出來(lái)的新型政黨制度。實(shí)踐充分證明，中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度不僅符合當(dāng)代中國(guó)實(shí)際，而且符合中華民族一貫倡導(dǎo)的天下為公、兼容并蓄、求同存異等優(yōu)秀傳統(tǒng)文化，是對(duì)人類(lèi)政治文明的重大貢獻(xiàn)。
