Public-Interest SOEs 

The mission of these SOEs is to ensure the people's wellbeing and provide public goods and services, and the pricing of their key products and services is controlled by the government. They need to introduce market mechanisms to help improve their efficiency and capabilities.

Public-interest SOEs operating under the central government mainly engage in petroleum, petrochemicals, the power grid, and telecommunications, and local public-interest SOEs provide water, gas, and public transport.

These SOEs are wholly state-owned in general. They may also introduce other investors and invite non-state-owned enterprises to join their operations by way of purchasing services, franchising, and commissioning.

公益類國有企業

公益類國有企業以保障民生、服務社會、提供公共產品和服務為主要目標，必要的產品或服務價格可以由政府調控；要積極引入市場機制，不斷提高公共服務效率和能力。

公益類國有企業在中央層面包括如石油石化、電網、通信服務等領域的企業；在地方層面包括供水、供氣、公共交通等方面的企業。

公益類國有企業可以采取國有獨資形式，具備條件的也可以推行投資主體多元化，還可以通過購買服務、特許經營、委托代理等方式，鼓勵非國有企業參與經營。
